Why does society insist upon policing women’s bodies when they should be targeting men’s behaviour?

Like that is just baffling me right now.
That society blames a woman because she wasn’t ‘covered up’ or was ‘asking for it’ where as a man bares none of the blame for his actions because ‘boys will be boys’

It’s perpetuating the idea that women should be apologetic about their existence and be ashamed of themselves.
